For some reason the sim is showing offline on and off, but it is not offline. If you cannot get there from this link, follow the one for Georgetown and you can walk over to the base part.

Georgetown Cenotaph is all ready for the service on Friday, Nov. 10th at 11 a.m. grid time. (I will be marching with my fellow veterans in RL on the 11th)
