You can find sim surrounds in many places such as Jimmy Olsen's Flora, or R.Lion, Arkham Grid and many others. If they are region size, you can make them bigger so they appear offsim, for that you will need to have maximum size of prims custom in the .ini files.
Other trick is to have the root prim on the region and the parts you wish you play with them offsim
