One major contributing factor was when Niki left. After all, she took most of the Stark Archipelago with her because these were her sims, and Fiona, Hazel and large parts of Stark's party audience followed her. Stark ended up with only two DJs who would sometimes perform to an audience of one or none at all, trying to compete with parallel events in Holoneon where most of the old Stark party crowd is now. Manda appeared increasingly rarely, too.

Also, socialising, nudity, potentially erotic/sexual roleplay or even just taking in the scenery doesn't really work as a concept in a Hypergrid where all that almost everyone is interested in is partying, hoarding freebies and building their own places (which nobody will care for unless they have cool DJs and/or brand-new Legacy clothes).
